Human rights activists had warned that the seven members of the self-exiled rock band Bi-2 would face harsh punishment if they were sent to Russia. Several band members, however, hold both Russian and Israeli citizenship, and the group had been based in Israel in the 1990s. Earlier this week, Thai immigration officials said the band could choose to be deported to another destination if they felt unsafe to return to Russia. BATU PALANO, Indonesia (AP) — Rescuers searching the hazardous slopes of Indonesia's Mount Marapi volcano found more bodies among the climbers caught by a surprise eruption two days ago, raising the number of confirmed and presumed dead to 23. More than 50 climbers were rescued after the initial eruption Sunday, and 11 others were initially confirmed dead. Another eruption Monday spewed a new burst of hot ash as high as 800 meters (2,620 feet) into the air and temporarily halted search operations. The bodies of five climbers have been recovered, and 18 are presumed dead because they were so close to the eruption of hot gases and ash. Marapi spewed thick columns of ash as high as 3,000 meters (9,800 feet) in Sunday's eruption and hot ash clouds spread for several kilometers (miles).

William M. Casey, a former New York City deputy police chief who was the unheralded hero of the “Dirty 30” corruption investigation that ensnared one-sixth of the officers assigned to a West Harlem precinct, died on Nov. 9 at his home in Pleasantville, N.Y. BALTIMORE (AP) — Three teenagers were wounded in a shooting outside a west Baltimore high school around the time classes were starting Friday morning, officials said. The shooting adds to a recent uptick in youth violence plaguing the city this year, including several instances of Baltimore public school students being shot on or near high school campuses. In the aftermath of the shooting, which was reported just before 8 a.m., frantic parents gathered outside the school. Baltimore City Schools spokesperson Sherry Christian said officials had made contact with parents of the wounded students earlier that morning. The vocational school is located in a west Baltimore neighborhood that has long suffered from cycles of poverty, disinvestment and violence.

The couple has since sold the first property, the records show, and it is unclear whether they still own the second. Heuermann has pleaded not guilty in the murders of Melissa Barthelemy, Megan Waterman and Amber Costello. Authorities have said the suspect, Rex Heuermann, obsessively followed the case of the “Gilgo Four,” a group of four women whose remains were uncovered more than a decade ago near Long Island’s Gilgo Beach. Though prosecutors have said Heuermann is the prime suspect in the fourth killing of Brainard-Barnes, he has yet to be charged in the case. The suspect’s wife and children are cooperating with the investigation, according to Carter. To the Editor:Re “Police in Minneapolis Blatantly Disregarded Civil Rights, U.S. Says” (front page, June 17):Once a police culture becomes entrenched, whether it is good or bad, it is very difficult to change it. I am a retired deputy police chief with over 25 years of experience. I worked in Portsmouth, N.H., in a department that had a rather rough reputation when I joined it in 1987. There were officers who worked there who liked to hurt people, who had a “thump ’em and dump ’em” mentality, who abused their authority and power. Officers who did not operate that way — and I was one of those officers — tended to be isolated, viewed with distrust, sometimes even threatened as a way to force them to leave the department.

“It’s kind of like the old saying, when everything’s a priority, nothing’s a priority,” said Jason Johnson, who was a deputy police chief in Baltimore overseeing compliance with the city’s consent decree. Even so, believers point out that consent decrees may be far cheaper than unconstitutional policing. “What we’re talking about is broad institutional reform,” said David Douglass, the deputy monitor of the New Orleans consent decree and founder of a nonprofit group called Effective Law Enforcement for All, which helps communities develop voluntary reforms. In Baltimore, Michael Harrison, who was brought in as commissioner because of his success in implementing New Orleans’s police overhaul, just resigned, but the consent decree remains.
